I think this Memorandum puts clearly before the Committee of Imperial Defence the questions on which definite decisions are now required. The best way of submitting it would be to forward a "Note by the Secretary of State for the Colonies" in the following terms:-
"With reference to the Conclusion on Item (4) at the 218th Meeting of the C.I.D. on 25th November, 1926, I circulate herewith for considera- tion by the Committee of Imperial Defence a Memorandum drawn up in the Colonial Office, showing the present position regarding the Kai Tak aerodrome at Hong Kong, and suggesting that definite recommendations should now be made as to the procedure for acquiring the land in question"
The Memorandum would be attached to this Note as Enclosure No.1 and the Governor's despatch as Enclosure No. 2, (on the same lines as C.I.D. Paper No. 268-C.)
